What defines a-class, b-class, c-class neighborhoods

I've read and heard the term a-b-c-class neighborhoods but unsure what generally defines each type?  Is there a commonly used definition?  Or set of common elements, such as local schools, distance to stores, distance to light/heavy industry, crime, etc. that are used? Thanks
