Can foreigners qualify for an FHA loan

Hello bigger pockets,

Currently I live in England and will go to college here.

However I would love to move to America and house hack, ideally a four plex.

I heard you are allowed to count time in college as time working when qualifying for a loan and I wanted to know if that still applies if the college is not American.

Secondly I would like to know if non Americans can even qualify for FHA loans.
