Inquiring to Buy Plot of Land

Hey everyone!

I'm just learning about REI and am starting to see potential everywhere. Next door to where I rent an apartment is a plot of land (.21 acres) with no building. I found info for the owner on the county appraiser website. Is there a recommended next step? I'm interested in finding out if she is interested in selling the land, but also am not sure where to start to find out if it would even be a good investment (examples being how to determine if the land is buildable, what amount would be feasible to offer for the land, should I start with an agent, etc). My first thought would be to contact the owner, but I would hate for her to be interested and then I have no clue what to offer, what is the next step or what financing options would even be possible is this type of scenario.

I'm still brand new and not currently working with any agent yet. Any advice or input is appreciated!
