How to find the owner of a property that's not currently for sale

Hello All! 

There is a building on the corner of a town near me. It is not for sale but it is run down and would be idea to buy and renovate. In a good neighborhood, walking distance to everything. It will be perfect.

My question is how can I go about finding who owns the property? Once I find them - what is the best way to go about telling them I want to buy their property?
