Advice on letter to owner of property not yet to market

Interested in advice and experience on writing a letter to a property owner who is the landlord of a neighbor. Neighbor says the landlord wants to sell soon and I'm interested in trying to send a letter before it gets put to market.

1. Do I make it personal and mention knowing the neighbor, I live in neighborhood?

2. Do I make it more anonymous and send it from my LLC?

I've peaked at the property records and current owner is an investor based in a nearby city.
