Rehab and Flip Property Out of State

Hello everyone, 

This is my first post on BiggerPockets. I have invested in properties in the states I lived in. Also, all of those properties were ready to move in.  So I am new to purchasing properties that need rehab and that too in state I don't live in. I found this property out of State, but don't know how to go about it.

Should I send a contractor to see it or an inspector? What are the most important questions to ask? Any tips would be great!! Thank you all in advance.
