Need some hand holding

I have been thinking of property investment for 2 years now. COVID got in the way then I realised it was not COVID but fear paralysis. I don't know if I have in place everything needed to start but I want to jump in. Is anyone willing to share knowledge and guidance?

I live in the Washington DC (DMV) area and was very keen on investing in Baltimore. 

Help!
