Will hiring a FT person give me access to more talent than PT?

For those of you who have scaled your business enough to hire help, is it true that a full time hire tends to be of higher caliber than a part time person? I've hired PT people for 2.5 years now because I didn't have enough of any one type of workload to hire someone full time. But what I've found is the PT people aren't necessarily rockstars. OR I'm not doing a good job at hiring.

I have 45 rentals, 5 houses being built, and 5 renovations in TN and if I do it all myself it will be slow and take my time away from growing and finding more deals. I need help but am trying to decide the best strategic staffing move.
