The IRS is closed. What to do?

I’m hoping someone can give me guidance.

I registered an LLC and applied for an EIN.

I hired someone to work for me full time, remodelling my properties.

This person is hired as a W2 employee. He doesn’t have his own business, so working with him as a contractor isn’t an option.

I never received my EIN in the mail.

I have since called the IRS and reach a recorded message saying they’re basically shut down currently.

I obviously can’t register for EFTPS or remit payroll taxes without the EIN. I’m not sure if I can continue to pay the employee and just withhold the payroll taxes and then pay this to the IRS at a later stage?

I’d like to hope they’d be understanding under the circumstances but that may be wishful thinking.

Any advice would be appreciated.
