Generating Point of Contact info for Business Owners

I am interested in contacting business owners who actually own thier place of business or being able to find the business property management company. I want speak with the decision makers for the building itself for some research I am doing to develop a marketing plan.

I have tried general research on the internet and some dead end phone calls. I want to be able to generate a list for a small to mid size city in about 2-3 days. I do have a budget for this if the results are fruitful, but if there is a free method that takes longer to compile, I want to hear that too.

Does anyone have some ideas or suggestions?
