Silent Partner Obligations on Comm RE Financing

I'm setting up a deal to bring on a silent partner at 49% ownership for a daycare business and my business plan has the daycare purchasing locations over the next 5 years.  Is a lender going to require the silent partner to obligate himself because he's a 49% owner?
