Golf Driving Range Business from start up

Has anyone ever built golf driving range from start up? Not the indoor simulators but the full blown driving range. I wish to build driving range in my town and researching. 

How does the process work? And what permits do you need from city?

How much land did you need?

Did you purchased land or leased?

How much was total budget?

How many investors involved?

How long did it took to build all? 

Any info will be greatly appreciated! Thanks!
I believe our town is lack of driving range and it will be great addition if I can make it happen!

If you're going to do this, you might as well do it right. Look up Top Golf, there a few locations in Phoenix. 3-4 stories tall with GPSed balls so you can see them on a TV screen that is in each bay. They have bars and a pretty good restaurant....they are always packed and must make a ton of $$$.
