Getting an FHA to Buy a Duplex

Hi I am new to real estate and investing but had an idea with my boyfriend to buy a duplex, live in one half and rent out the other. How should I go about this? I am aware of FHA loans and was recently told that we should each get 3% and buy 1 duplex each but would we still be able to have the same end goal? Which is having the tenant's rent cover any expenses. Also is there anything else we should consider?
