Land planning advice needed

I have just over 2 acres and looking to subdivide a lot into 2 parcels (needs to be at least 30,000sqft). I'm able to build 2 different buildings on each lot.. The top of the lot it has already perked for septic. The bottom of the lot is less desirable than the top, but I have no plans to sell the homes as I would like to build to rent. I could build in phases and subdivide a flag lot and build from house 1 and ADU 1 before starting anything on the 2nd lot (option A) or there is about 155 ft of road frontage and can squeeze 2 homes close to the road (option B) then add the ADUs at the bottom of the lot. Any input is appreciated.
