Can I legally owner finance houses in any state if I use a Residential Mortgage Loan Originator? How would you ask 1st position private lender to allow you to wrap the mortgage?

Just putting this out here for some feedback. I'm seeing 1st position NPLs in WA OR and CA, with equity, priced at 70-80% of UPB. Has anyone seen lower pricing? o
