When you turn on the gas that has been off in a vacant property, are gas leaks a concern? How can you tell if there are any leaks?

Tenant says there’s bed bugs they just moved in December 1st 2017. What should I do? Give back money let them move out, then fix the problem or what? Any advice will help thanks
