If my daughter gets a roomate to share her house with her, does she need a c of o if she's living there too?

My daughter owns a rental in the Philly area and is in need of a reasonably priced plumber. Can any one make a recommendation?

Seller is daughter and mom. Both of them are on the title.  But... her mom is on medicare, which means if they sell the house nursing home is going to get all the money. Any way to go around it?
