There is a need for housing in my town. There are two other apartment complexes that are sold out. Problem is there is no properties to buy. Is it worth it to try and build from the ground up?

I have been calling on references on our first Property and I get these other landlords that don't want to talk to me. They say to fax in a request.

Is this normal?
