Can a private money lender or a hard money lender help a borrower out if they can't raise the full amount for the down payment on an investment property?

I do not want to use my self directed IRA to directly buy real estate but can I establish my own hard money lending company and borrow money from it at 10% interest rate to buy real estate? 

Is it legal to be an RE agent and wholesale deals on the side? Or is that prohibited?What if you are registered as an agent in one state and wholesale out of state? Would appreciate any feedback!
