For a quitcliam deed, does the seasoning start the day the deed is recorded or is it the date of instrument (the day that the deed is signed/notarized/delivered)?

Hello BP. Does anyone know of a lender doing refinances with no seasoning period servicing the State of Maryland?

My understanding was the 90 day seasoning requirement was was again waived in 2011. However, I'm finding it very difficult to find a lender who will give a mortgage(FHA) to a buyer within those 90 days.
