it is a little uneven, partially cracked and I see moisture is getting there on the edges close to the walls. it is not swimming in water but definitely wet.

Upon investigation, there were back taxes, sewer leins, broken lateral, a 2 story brick wall that needs to be relayed, etc, etc, ... and that is just to get a point where a gut rehab would still be necessary.
