It is a top/bottom style duplex with a flat roof and a basement so there should be no issues around ducting. each floor is around 1,100 sq ft  Any idea how much I should be looking to get this quoted for?

General rule of thumb is "toddler and idiot proof," and a toddler or idiot could easily electrocute themselves or fall off where there aren't handrails, so that needs to be fixed.

John, it depends on where you intend get your electrician license, in Chicago you either need an apprenticeship or two years of experience and a signature from a master electrician and off course you have to pass the exam.
