You may have more options on the back end as far as resale, though, because you can sell it to an owner occupant OR investor.

We have a property in Chicago, Portage Park area that we are interested in rezoning and developing into a multi-use property with 3 commercial stores on ground level and 9 residential above.

You might get lucky and find someone willing to sell right away but using outbound marketing the sales cycle is much longer than inbound.It took me 90 days to get my first deal, but I also invested 5K into marketing.
