I can set min and max temps (I have 68 min during AC use), they have different levels that you can lock out to prevent someone changing them, but I've never used this option.

In my experience, you normally don't have to wall it off unless it's in a sleeping area.If they do require something, the inspector can usually give you suggestions which may prevent you from getting a contractor that tries to pull the wool over your eyes.

Assuming the lot is in a zoned area, and you can put a structure on it that meets all requirements, it is highly unlikely you can be prevented from building there as it would amount to seizure of property without due process (i.e., zoning you out of existence).

Hang onto it as an additional deposit.Because when she goes that sink is probably going to go with her and the repair will be whatever gets the job done the cheapest, code or not.If she's not advertising a professional salon and just doing a few friends hair for cash side money, she will do that in the kitchen if you make her take the sink out of the basement (meaning its hard to prevent it)--so I'd probably ignore it--as long as its not a real business.I'd also have the plumber look at the installation when he's putting in the Hot Water Heater and make sure no plumbing issues are present such as water taps below drain water level, etc....Good Luck!
