Obviously you feel pressured by them,, Licensed, insured, plumber that works on gas to repair or service would be only way I would go..

My issue is with with the loan + Condo fees + Taxes the property currently is a wash and little to no cash flow until paid off. 

Is the listing agent "lying" or is he "stupid" or was he "lied to by the sellers"?

What can break them is pressure when they are clogged.  

During the first year while we have to live there as primary residence, once we rent it, basically it is a 1 year wash with no cash flow and we just break even, as the rent coming in is the same as our 3800/month mortgage payment.

Then I'd wash them, take better pics and sell them in the exact same place I purchased them from for always a good profit in 2-3 days for sometimes double what I paid. 

First no further contact with Crazy lady..Second ask seller for copy of leases.. and in Purchase agreement make certain that clause states no further changes can be made to those leases.. would be great if they are month to month.. you'd only need a months notice to get them / or one/ out.If you have a signed purchase agreement then the crazy lady is out of the loop, you have a contract and seller can't cancel unless you don't preform.Don't ask the guy downstairs to sign a lease,, she'll be living with him or vise a versa, better to have a short term tenant than be stuck with a year long nightmare..Don't pressure seller to deliver vacant.. it might not be what he wants to deal with. download your landlord tenant laws for your state and follow those guidelines.

However, if you're planning on living in it, you will give yourself plenty of time to let the stigma of being in a "flooded house" wash away from potential buyers 4-5 years from now. 

I agree that the time frame to get all of this work done shouldn't take long, but having a HELOC instead of more expensive money will take the time pressure off and allow you to focus on improving your product rather than finishing the job to refinance and get cheaper money.
