Is there a lengthy review process for permits in that area?

Most underwriters permit this without question and without further documentation if the abstractor who conducted the search produces evidence of sufficient E&O coverage. 

@Jeff S. it’s something they make you sign during the permitting process to get your permit cleared.

This is probably poor advice but personally, I would simply do the work myself and rent it, no taxes, no permits., no one's business but mine what I do inside my house.Your mileage may vary. 

NJ is finicky, careful with rent rules, regulations and permitting.
