There is an ordinance for that city -- anyway I called rent control office and saw if my house was 'registered' with the rent control office(whatever that may mean.)It wasnt - so I was able to charge market rent and do whatever I want.However the house was delivered vacant and Im not sure what the law is regarding raising rents for existing tenants.Sorry if this was no help at all but thats all I got LOL.

Normally when I have gone to closing we do a walk thru, go to the closing table and sign, wire money or deliver a check, and immediately get keys and take possession.

You should absolutely, positively have a reputable title/escrow firm (preferably local, but not necessarily), do a title search, however, you can do that after you have submitted your offer, and the seller has accepted, as in the contract, it will stipulate that your purchase will be contingent on the seller delivering clean title.
