Now it's time to unpack those metrics and to dig into some market research.

If prices do not adjust then I will start digging for off market deals rather than going through brokers.

When digging deeper the county assessed values are just much lower than market value (based on NOI/CAP Rate), sometimes 60%+ lower.

If this is something that you would need to dump a generous amount of capital on to bring it to reality I would really find a way to evaluate the ROI before going down that road or really dig through current offerings and see if something out there does a similar job. 

I dig some digging into Ma Law, but couldnt find anything concrete other than towns can have their own.

There will be a lot of loan officers ready to sell 3-4 points but if you keep digging you should find something for 2 or less if your file is clean.
