Get a couple more quotes, plus compare material prices with some suppliers in the area  It’s hard to determine whether the price is fair because the nature of the project and the sizes are unknown.

Even then, I require a written agreement that explains exactly what work is authorized, what materials they will use, who will pay for it, when it will be complete, and what happens with the improvement when the tenant leaves.

However, I would be inclined to tell any tenant that all or a percentage of the rent can be applied toward materials used to improve the property, - if the tenant will provide the labor necessary for improvements.
