The main thing is I need it to be signable electronically. 

It might be something as small as the way you turn into the neighborhood from the main road.

I'm looking for a real estate agent who has experience with investment properties in the Central NJ area, mainly from Central NJ to South NJ.

@Ryan Kephart  Main issue with that strategy is, as mentioned above, 5% down is an FHA or conventional loan. 

The property includes a main home that is 3 bed 2 bath with about 2200sqft, a detached unit with about 500 sqft and a basement to the main home with another 500sqft.

The reason no one will be able to give you an average cost (in my opinion) is because we have no info on what lines are needed, how far they are going, what floor is this on, is there a stack near by to tie into or a new line run all the way to the main for drain etc. 

I fixed up the house a tiny bit and put it on the market and sold it for a loss.Lots of lessons learned here but the main ones include:-never trust a home inspection report when you didn't hire the home inspector-never trust a salesperson's ARV when that salesperson is trying to sell you the property-always get a second set of eyes on a project as I felt pretty helpless sitting in my house outside Toronto and only hearing from one perspective-get the lockbox code from the start so you don't have to ask for it laterIncidentally, I could've exited this project with a potential profit.
