Once you have a tenant, have them provide an up to date statement of there water bill upon renewal and/or vacating before returning their deposit.

Follow up within a week with a simple cover letter and addendum offering choices...year renewal at this rate; six month at this rate; or a notice of vacating with appropriate number of days notice to the LL based on local law.

You will need everything on for the inspection,  after than you can set you water heater to vacation mode but leave utilities on.
