I personally would increase it to within 5-8% of market, collect a pet deposit and forgo the additional pet rent. 

The person I am working with is a local and also mentioned that it is a desirable location with low crime. 

Assuming your LLCs are a sole proprietorship, the accounts should also be in the name of the LLC not your personal name.As others have said, a series LLC is most likely overkill at this stage of the game.
