The extra 10% should cover closing costs, commissions and carrying cost. ie. insurance, your heloc...Pretty aggressive but you would be surprised what some banks will take.

This can be done in a number of ways.I typically try to contact the evicting landlord to confirm that the eviction was carried out; sometimes it gets filed and you see the filing, but the tenant got it taken care of and got to stay put.I had one applicant with a name match to the tenant from hell, who had been evicted.
