I would definitely see about relocating the water heater outside (tank or tankless) to gain interior space.

Make a list on a yellow pad of every picky thing that needs completion: drywall, type of texture, electrical outlets, molding, all the interior trim, I assume you have pre-fab cabinets sitting in a garage if not - you need to, doorways and door hanging, all the walkways and outside hardscape are done?

Plan is mostly interior upgrades to boost rent by targeted $250/month. 

Interior renovated when I purchased it in 2017 Ive spent less than $10 in exterior changes like tree removal and paved parking spaces added.

Anyone have any experience with contractors for interior and exterior rehab in Eugene, Oregon, or in the Willamette Valley?

1950’s Interior seems level, yes. 

Updated the kitchen and bathrooms, pulled out old carpet and replaced with engineered hardwoods (upstairs and basement), repainted the entire interior of the house, new lighting throughout most of the house.
