As long as your area doesnt have a big scary transfer tax, you can double close with transactional funding and your seller will only know your purchase price at the time of closing.

I did not realize she was taking cash to the actual PFCU account until she was unable to deposit cash at USAA (since she's not a member).I offered to discuss alternate forms of payment, including wire transfer, etc (I'm 600 miles away so I can't ask her to come by my home with cash).

Yes, you can file a complaint with FHA if he's refusing to transfer the case number but when they contact him and he says, "They want to sweep the mold under the carpet (so to speak)", i'm sure FHA might raise an eyebrow on it so I don't think that tactic will work.
