But I’m not entirely sure, it’s been sitting for a while  If it was me and the house would cash flow as a rental I would endeavor to secure the property thru creative mean and make the underlining payments on the loan.

As far as how you handle last months rent if she pays until re-rent Month 1, month 2 then you return last months rent because Month 2 is the last month and the security deposit minus deductions.

You can hire a security guard, use fencing/gates with camera's and alarms or just not invest in neighborhoods that bad I guess.

You should send the lady an official termination of lease (assuming at this point it is a month to month lease) which is a typical 30 day notice to vacate and if the cousin is not out by then, you can officially move forward with the eviction.
