I requested that repairs be made before closing that would be a long term fix to the foundation issues.At first, the seller tried to pull a fast one on me and push through minor "band-aid" level repairs instead of legitimate long term fixes while feigning ignorance.

Upon walking in the bathroom I could hear a slow continuous noise.....called a plumber out....and the plumber said there was a slow internal leak in the toilet.....they fixed it.....Water bills back to normal.On a side note, there is a book out there called the Section 8 Bible.

A trick I use is I walk around my house and start pointing things out that need improvement then speaking out loud to convince myself why I need to do XYZ with it (fix/paint/replace).

Go and fix the problem, you may have to assess it from on site if you plan to fix it yourself it is impossible to tell the fix from this picture but it is something that needs to be fixed.
