Why i inquire with the city is that I notices slight moss at the edge of the shingles on the shaded side of the house which is not consistant with a two or three year old roof in our area.

Generally that criteria consists of cap rate not below 10.00% but occasionally I see properties 8-9 % and even 18-20%.
