I would be curious if you can tell if the interior walls have recently been paired as well?

The interior was a basic reno, new kitchen and bath, and painting mostly. 

The interior is dry, as is the basement, despite strong rains.

As others above mentioned, you'll want to investigate the interior to see if there are cracks in drywall/plaster, doors and/or windows that don't open/close properly, uneven floors, etc. 

I am looking into my first deals and I am struggling with understanding the rehab and design costs and actual tactics.I understand that I do not have a background in construction and designing interiors, but surely there is a framework that I can apply to do this in a methodical way.

Fixed foundation, put down LVP throughout the house, added a dishwasher, fixed broken windows, painted interior & exterior, replaced the roof.

You can find cheaper online but if you have a problem... the vinyl windows and roman style interior prehung doors are from a builders supply house.
