Yes, he does collect lots of revenue for the city.My point here is that you need to stay clear of any government agency with police authority.

Probably have to get that from water department or water provider....there you're looking for properties that have meters, but don't have service.I always say if you're trying to get these from government or semi-government entities directly...go in person....don't call....90% of the time in my experience if you call, they are quick to say no...or try to get rid of you.
