No matter what a lender tells you, there is no such thing as no closing costs.The question is, who pays the closing costs.Traditionally, on a par rate loan, you will pay lender fees and title fees for a refinance.

I am interested in selling my house and purchasing an owner occupied multifamily but I am hesitant as I just paid $7k closing costs, will have somewhere around $7-10K closing costs on the multi and will pay a 4% agent fee for the sale of my residence.

As far as license for wholesaling like @Chris Heeren said, its gray, the terminology that dictates what activities  require a license are (for a fee and for another) and a fee is described as compensation or a thing of value, so it doesnt have to be money.
