@Zachary Sexton I did use the BP calculator at first but as I am not currently a Pro member I quickly used up my attempts.

We followed our CC&Rs, had a meeting to vote, didn't have enough for a quorum, offered everyone a chance to vote by mail or email before the next vote 30 days from that date....which by the way the second attempt to vote cuts the number of votes needed to pass assessments in half.  3 of us which are board members voted in favor, we needed 2 more votes to get the required percentage of ELIGIBLE votes, I called two other owners and they voted yes. 

One very good method of inspiration is knowing what the person you're attempting to inspire wants and use it to accomplish your goal. 

On a one-off case-by-case basis underwriters will sometimes work with the change provided the time since restructure plus time before the restructure adds up to 2 years (your anecdote quite possibly being an example), but the income they calculate is generally less than if there wasn't an attempt to circumvent the guidelines.

Compared to the potential tax hit it seems like a no brainer to at least attempt to exchange - especially since there's no penalty for starting but not completing a 1031. 

I am guessing you are attempting to avoid taxes in the future however the likely hood is that it will be sold before both pass and would therefor not be a issue.
