I was told to wrap any outlet in a metal box (especially a two wire) with electrical tape.Those two prong receptacles are half the cost of a box of 10 three prong, so they can add up quickly too.

Usually if the units we constructed legally from the start there will be independent metering for each unit, a separate gas, water, and electric meter and there should be two addresses, one for each unit.
