See if you can go directly to the DCA in trenton and pick it up over the counter.Seth in New Jersey a green card, sort of like statewide certificate of occupancy for multi family dwellings three units and up as well as hotels, is needed when obtaining permanent financing.

I had an insurance quote of $538/yr for the whole building, but most of their build sites are in unspecified flood zones so you'll need an elevation certificate for accurate flood premium which could be another $800-1400/yr.
