I'll be in these cities this weekend and next week, I would love to setup meetings with them in advance. 

Michael is correct, every state and even city can be a little different, but hiring am attorney may not be necessary.

My goal is to establish a working map with many major cities in each state filled out with an agent that wants to work with investors (or residential clients). 

The city made a terrible mistake and mixed up the addresses and said it was zoned for a 4 plex.

I grew up in center country rooting for the Steelers, and feel at home when my travels take me to the steel city. 

If that fails, I'd likely have to hire an attorney to assist with eviction as I've been fortunate enough to avoid having to evict anyone to this point.Has anyone dealt with squatters in NY, outside of the city?

They are probably one of the slowest cities to work with for this type of thing. 

I find the property values higher than I prefer, plus this city doesn't really fit some of my criteria. 

As an out of state investor myself getting a solid team together is important but at the same time spending time yourself in those cities to understand the nuances of each of the areas as well as your risk tolerance is also going to be important.
