It's the design of the policy, which is more about trade-offs.Since this is life insurance and the cash value accumulation is controlled by IRS "MEC" rules, there is no getting around *some* period of "lag" time between how much you've paid in premiums and how much cash value you have.In the Infinite Banking world, we refer to this as the time and "startup costs" of creating your own "bank."

If the neighbors are constantly calling the police for non-calls, when there is an actual emergency, the cops may assume it is another waste of time and take a long time to respond, that is what you want to avoid.

Especially for a newbie (I’m one myself, currently in the process of buying my first investment property), I think it’s worth paying someone commission to be sure that the paperwork is done correctly, you’re not being mislead, etc. in the beginning until you get a few deals under your belt and learn the tricks of the trade.
