A tenant may decide to take a spontaneous vacation to NYC for a few days, or to evacuate to a friend's house more inland instead of dealing with the rain, wind, potential power outages etc...You as the landlord is to protect the structure and the roof from being blown off.

Assuming ComEd is in a right of way or power easement (almost a 100% certainty) they have every right to be there.

Permitting authorities often have power trips and that will cause issues.

If I had to choose one reason for doing this, I'd have to say that it's so I can make sure my family is provided for and so I can say that I did everything in my power to give them as much security and happiness as I could. also I truly love taking something run down and turning it into a diamond.
