Discriminating against someone based on their mother tongue is indistinguishable from discriminating against them based on national or ethnic origin.At present we are processing an application from a young couple originally from South East Asia who limited command of English and do not speak French.  

That seems to indicate the opposite of what you're asserting.

"LaMorinda" (Lafayette, Orinda, Moraga) is also a very affluent region but I would consider that to be very established neighborhoods where you'd find a lot of old money.I didn't mean to imply that Antioch was an appreciating market, actually the opposite is true.

I don't allow smoking so many of these would be out, but if I were you, I'd be really cautious about discriminating on the basis of people having illnesses / needing care (disability), having 4 kids (family status), or foreign language ability (ethnicity).

You just need to determine whether you want to deal with being a landlord on the opposite side of the country.

In my situation as a tenant now, if my landlord told me they were going to come in and upgrade my bathroom, I'd be the opposite of thrilled.  

That kind of opens up the idea of having special insurance policies for people with aging parents in the house who may have dementia, or ethnicities that fry food on a regular basis, or who have relatives that visit from countries known to have bedbugs....on and on.Why not just buy a policy with a higher amount of coverage?
