Are you unable to list the units prior to move out due to unpredictable move outs and a pattern of improper notice?

I'd also have the current owner send them a notice, so they know who you are and that you are legit. 

In our area, we have noticed a huge up tick in property prices without a significant change in rents.

As far as I kno, you don;t have to let the City inspect work that was done by a previous owner, although your jurisdiction's rules may vary.They can't slap a 'Stop Notice' on the work because it's already done.

It isn't like they show up without lots of notice and they don't know they are being evicted. 

Don't renew the lease....give the appropriate notice...

I have gotten so much help from so many people and have given my help to others as I have gained experience; however, as @Joe S. has tried to subtly express to you, you should find your “mentor” organically  by attending meet ups or REI groups and connecting with someone, or reaching out to an individual who you notice posts ideas and thoughts you find interesting.

The notice to quit was given him the right to stay in the house until October 1st, he filed an appearance on November 15th (not sure why he had a month and a half to file an appearance, I think was my attorneys negligence, but he says that is the time it takes) I am still waiting for a mediation date, but it is already 4 months he is living there for free.

If you are going to anticipate damages then give the tenant the 2 week notice and let them do any needed repairs once the have vacated - you could schedule a time to meet them to allow them access.
