Our tenants may need to borrow from family to get in, but I don't want a tenant who does not have the social capital to be able to come up with funds.

Some of these tools include social security numbers and other sensitive data as well.If you can't get access to that, then you could try one of the "freemium" tools like Spokeo or White Pages.
